Could this be????? Help me pleaseeee

Please help me

I have recently visted thailand, where i had a sexual experience with a man who i know to be very sexually active with many partners. i gave him a handjob with no condom, and some of his seman landed on my hand, the same hand which i used to scratch a mosiquito bite on my leg around 15-20 mins later. i dont recall washing my hands, because i was under the influence of alchol. i did not have sexual intercourse or but i did blow him, but it lasted less than 5 seconds, after i reached my senses. im not worried about the blowjob tho, im worried about the seman which landed on my hand that i used to scratch my leg. to relax my self i had a PCR hiv test taken 18 days after the experience in thailand which turned out negitive. but around 4 weeks after the experience i had a what apperead to be few early symptoms, i had a fever, rash( many of my friends who are not sexually active suffered from the same rash), fatigue and a soar throat. but i was already always getting sick before this. This was my first and last sexual experience so far. This is my story

Please some one help me. could this be HIV???? am i at any risk, if so what are my risks????? or is the symptoms just a coincidence???  I NEED HELP. Now im back in the country that i live in and I will be put in jail and deported if turn out to be HIV positive in the country that im living in right now, so there is no way i will go get another test. but there are mandatory HIV test carried out each year, mine is due in 6 months, im scared as hell. i cant sleep at night.
please some one help

thank you for the advise.
so there is no possible way i can get infected??
i currently suffer from a fever, rash, fatigue, soar throat. its been around 4 weeks since the experience

MOVE ON. You were never at risk and didn't need any testing.
