Dizziness and HIV?

How common if at all is HIV in newly infected people. My girlfriend has been very dizziness for the past two days, for some strange reason. She went to the doctor yesterday was told her ear canals were clotted. This blockage is possibly the reason for her dizziness the doctor said. The doctor seems to think my girlfriend's allergies are causing the problem.  The doctor prescribed meds to help clear the blockage so I'm anxiously waiting to see if her condition improves. If it’s not related to allergy could this be a sign of primary HIV? Most everything I've found on the web is confusing and very inconsistence.
