HIV Risk (Handjob with semen)

I tried finding answers to this question just from reading other posts, but all of them mentioned vaginal fluid, not semen.

I had an encounter with another guy about 2 weeks ago. I am unsure of his HIV status. We had anal intercourse where I was the top and I used a condom. I'm aware that this part of the encounter was at low to no risk for HIV transmission.

After he ejaculated, he had a large amount of semen on his hand. He then gave me a handjob using that same hand with the semen and quite a bit of lubricant still on it. A Dr. on another site posted that this may be a risk of transmission if his semen came in contact with my urethra. Was I at any risk of contracting HIV?

Is that no risk even the infected semen touched the urethra or went in during hand job??

Thanks, I know similar questions are asked quite a bit here. It was just that seeing that Dr's post on another site got me nervous.
