Risk from Barber shop

Hello,
I need the opinion of someone with good knowledge on this subject please. I have regulate haircuts and cut my hair quite low. The barber uses the cut throat razor to shape my hair line at the end of using the clipper. I always watch to make sure they change the blade which it looks like they do always. Last weekend I had a hair cut and he scraped the back of my head there were three small scratches which he cleaned with antiseptic. However I want to know of there is a risk of HIV here because I cut my hair regularly and if I get clipped often can this cause risk?
What about if they don't change the razor? What are the risks?

So is there even a 1% chance that there could possibly be some sort of risk? What about if there was blood on the blade etc?

HIV does not survive outside its host. Once it's exposed to air, it's rendered unable to infect.
