HIV Testing Window

I just had an HIV test at the City Health Department STD Testing Center. It was on the 21st day following possible exposure, which they said was enough time to detect the virus. They used a 4th generation antigen + antibody test, which produced a negative result in about 40 minutes. They said it was extremely accurate and that no further testing would be required. Do you agree that 21 days is enough time to get a conclusive negative reading and that no further testing is required?

No penetration = No risk. ((rubbing and frottage carry no risk for HIV; with or without the presence of fluids))

Minimal to no risk. Nude lap dance wirh wet frottage and, I think, no penetration. But I wanted to be sure.

The magic number for the 4th gen is 28 days. Even at that time ((28 days)), if someone has had a high risk exposure, they would be advised to test again at 12 weeks.
At 21 days it is still a great indication, but not conclusive.
