HIV exposure and testing

Hello sorry for the caps but I just received an anonymous text that I may have been exposed to hiv. My only partner that I’ve been sexual with and cannot test likely sent it. It’s been about 8 days since exposure (last Tuesday)

We made out, mutually masturbated, and I gave him head. He did not nut in my mouth but there was one point he touched the precum on his head and went to play with my vagina.

Please what are my risks and when is an RNA test most reliable?

You did not have any risk for HIV, and you do not need to test. The only risks for HIV in adults are:
1) Having unprotected anal or vaginal sex, or
2) sharing intravenous needles.

Since you were never exposed to HIV, there is no reason to test.

Hi I kind of did have an exposure considering his precum literally went on my vagina when he jacked himself off then went to finger me. As well as giving him oral. Those aren’t risks?

There isn't any such thing as "kind of" having an exposure.  Sexually, a penis needs to be inside a vagina or anus, unprotected, for HIV transmission to occur.

Your situation involves personal contact with an object in air (semen, penis, etc). No hiv worries, because you can't get hiv from personal contact except unprotected penetrating vaginal or anal, neither of which you did and you didn't share hollow needles to inject with which is the only other way to acquire hiv. Analysis of large numbers of infected people over the 40 years of hiv history has proven that people don't get hiv in the way you are worried is a risk.
HIV is a fragile virus in air or saliva and is effectively instantly dead in either air or saliva so the worst that could happen is dead virus rubbed you, and obviously anything which is dead cannot live again so you are good. Blood and cuts would not be relevant in your situation since the hiv has become effectively dead, so you don't have to worry about them to be sure that you are safe.
There is no reason for a person to test when they are safe. The advice took into consideration that the other person might be positive, so move on and enjoy life instead of thinking about this non-event. hiv prevention is straightforward since there are only 3 ways you can become infected, so next time you wonder if you had a risk, ask yourself this QUESTION. "Did I do any of the 3?" Then after you say "No, I didn't" you will know that it's time to move on back to your happy life. For example in your current situation the answer would be NO, I DIDN'T because there was no unprotected penetrating anal or vaginal sex nor was there any use of a shared hollow needle used for injection, so obviously it is a NO risk.

Why do the old doctors who used to answer questions here consider oral a risk but you guys don’t?

They do NOT consider oral a realistic risk.  If you re-read their comments, they never, ever recommend testing following an oral event.

I meant on their new site they do now recommend testing after oral and recognize it as a risk as well as increasing the window period to 6 weeks

Here is a direct 2 sentence quote from one of the old doctors. "The chance of hiv from oral is less than that of being hit by a meteorite. You don't worry about meteorites do you?"

I'm not sure why you keep coming back here asking questions, then telling everyone here that you already know the answer and we don't. As Curfew said, you are free to do what you like and your mind is already made up.
