Why is the western blot used as a confirmation test when an elisa can become positive before it?

Yes it may detect it sooner but that is also why the confirmation time is at 3 months so there are no false positives.

I've been reading on the forums that the 4th gen can detect HIV sooner than a western blot. Is that true? That would cause the first test to be positive and the wb to be negative.

Because antibody tests can have a false positive.
