Had unprotected sex with female can hiv cause rash on penis 3 weeks later ?

The rash was just the start. It stared off as a small circle around the pee hole and spread through out they head. It was red and brownish and dry like a scab. It didn’t hurt or itch. It lasted a month and went away on its own. After that I began to have a lot of autism that started to worry me because a lot were like hiv symptoms. I went and got tested 5 weeks after exposure for all common std including hiv 4th gen test. Results came back negative. Still the symptoms went on for about 3 months and now I’m starting to feel better. Could the test not have picked up antibodies because i tested too soon ? And could the rash and all my other symptoms be due to hiv? Symptoms included swollen glands cold sore itching skin all over my body like crawling sensations escially my head. Fatigue really low grade fever dizziness aches and pains. Pins and needles sensation. And lost about 10 pounds. I also tested negative using oraquick mouth swab at 11 weeks. Can anyone help? im really worried

Also the word autism was a typo. It Was suppose to say symptoms.
The test was conclusive after 4 weeks. The oraquick was also conclusive, however testing twice was abnormal, so any more testing will indicate hiv phobia.
hiv cannot be diagnosed by symptoms so you need to stop wasting your time googling symptoms and stop examining your body looking for hiv symptoms. Most anxious people think they have "ARS" but most of the time it i s in their imagination from fear - but see doc if you feel there is something wrong because this is just hiv an prevention forum.
