Hiv Blood test

I took hiv twice(negative) but one time I remember that syringe was already outside the packet but their was no visible blood stain on the syringe can it be reused and I get hiv from blood drawn last person which took test came 4mins before me

Your anxiety seems to be in overdrive. Your test needle was no reused.  A blood draw is also NOT an injection and a needle poke does transit HIV.  SHARING injection needles is not a blood draw.  Period.  Air at the end of the needle inactivates any chance of HIV.  This is non risk and you are already aware of what the risks are.  Please talk to someone about your anxiety.
