Hiv within protectio

I just heard in the radio from an hiv sprcialist that nowadays hiv is transmitted within protection and without failure. Could sn exper explain scientifically how could this happen? Will putting the confomn inversly let the virus pass?

yes i understand that but i'm confused with "  to a lesser degree, genital ulcer diseases" i'm not really getting that point....can you pliz explain?

i have a confusion regarding your statement "consistent and correct use of latex condoms reduces the risk of other sexually transmitted diseases (STDs), including diseases transmitted by genital secretions, and to a lesser degree, genital ulcer diseases" So are u saying there is a greater risk of infection of HIV if there was genetic ulcer disease even if the condom was used???

Latex condoms, when used consistently and correctly, are highly effective in preventing the sexual transmission of HIV, the virus that causes AIDS. In addition, consistent and correct use of latex condoms reduces the risk of other sexually transmitted diseases (STDs), including diseases transmitted by genital secretions, and to a lesser degree, genital ulcer diseases. Condom use may reduce the risk for genital human papillomavirus (HPV) infection and HPV-associated diseases, e.g., genital warts and cervical cancer.

I don't know what there talking about really,if you use a condom correctly and it doesn't fail you then there is no risk of HIV transmission.Just another scare tactic by people who call themselves HIV experts.
