Is this a risk for hiv

Im a young 20 year old male who meet another guy online, we discussed our statuses before hand before anything.
My concern is does touching anothers mans penis while erect pose a significaant risk for hiv, and also does fingering cause concern for testing. Neither one of us ejaculated but i did see some precum from him.  We both took turns with each other please give me advise on weather or not this is a testing situation. I'm a nervous wreck right now.

Tell the health dept to do some research.

My local health department I live I the state of Virginia idk if that helps but I did read a little more on dept about the issue but still unsure maybe my anxiety is causing me to react to something not really that serious

Who told you it is low risk?

Okay I'm a bit confused now, I've had conflicting views stating that my encounter is low risk but it's not zero risk. Should I worry about this encounter or am I fine.

How can you discuss status when you don't even know how HIV is transmitted?

HIV is transmitted by:
Unprotected vaginal and/or anal sex
Mother to unborn/nursing child
IV drug use
