11 week h.i.v. test conclusive?

I had a one-night stand with a woman 11 weeks ago. We met, had a couple of drinks then had sex in the back of my car. She asked me if I had protection I said no, so then she takes out a condom out of her purse. We had vaginal sex (the condom did not tear or had a malfunction) but she wanted to give me fellatio I said only with a condom. As I was taking out the condom to put on a new one, she happens to grab my penis with the hand she was rubbing her vaginal; it was only about 10 to 15 secs I estimate. I put on the new condom, gave me fellatio, and I finished inside the condom. We parted ways and never saw her again. However 2 days later, I felt irritation on my genitals and penis and decided to see a doctor. She gave me some creams and I asked for an std test and the results came back negative 2 days after exposure. I took another one 10 days later because the current symptoms were not cured. The results came back negative. I took another test at 5 weeks because I saw my genitals get swollen and again the results were negative. The last std test I took, my tongue was and still is swollen and its white and has teeth marks at the edges. I also have a very sore throat, sinus problems, ears are aching, very watery stool, and at times I feel like throwing up for no reason. The results came back negative again for everything. From all the info I have given, is it safe to say that my h.i.v or std test at 11 weeks is conclusive even though I continue to have these symptoms? what are the odds of seroconverting after 11 weeks, should I take another test at the 6 month mark, and how much of a risk is it to get h.i.v. if the hand she was rubbing her vaginal with made contact with my penis for about 10 to 15 secs

No it's not possible because HIV becomes inactive and unable to infect outside it's host--the body.

thank you lizzie lou and rainlover71 but i have one last question. is it  possible to get h.i.v. if she was pleasuring herself with her hand and then grabbed my penis for like 10 to 15 secs (with that very same hand she was rubbing her vaginal with?) I mean how big is the risk? I apologized for the childish questions but i'm worried sick here (and thanks again for your support and knowledge).
