Oral and CDC

I have a question and I would really like to know what you have to say so that my mind could be at ease. Why do you guys and this site deem oral sex as ZERO risk while the CDC does rate it as a risk (low) and states that there have been cases of HIV through oral sex.

They probably kept changing their mind because new generations of the test came out thanks to advances in technology

They have to be conservative.They state that there have been cases of hiv through oral sex but these cases have never been substantiated.Remember it was the CDC that said that the official hiv window period was 6 months conclusive,then they changed it to 3 months and for a while there they were saying 3 to 6 months.Isn,t it obvious that they just can,t make up there minds.Where is there evidence to back up this low risk theory for oral sex?
