Oral risk with pre ***

i Have a question about oral risks, I gave a bj to a guy I don’t know his status. He didn’t ejaculate but there was pre *** 100%. I did not really pay any attention at the time but I had 2 ulcers/open sores on my top lip aswell as have receding gums/bleeding gums an to top it off I have a throat infection which I’ve had for about a week. I really shouldn’t have done it but at the time I didn’t think much of it. What would the risks be here of getting hiv it was less than 24 hours ago so maybe I should try an get pep?

Oral sex is not a risk for HIV.  Air and saliva deactivate the virus.  The only risks are unprotected vaginal or anal intercourse or sharing IV drug needles.  So you had zero risk and do not need pep.
