Oral thrush?

I tested negative for hiv in late 2013, October 2016 and December 2017. But my nose always feels stopped up, and last few days my tongue has small bumps on it and if I roll my tongue it appears cracked. Is this a sign of oral thrush, does a negative hiv test is 2016 and 2017 after possible exposure in summer and winter of 2012 considered conclusive. My tongue at times looked white, but after bushing it looks pink, and right now is pink. Would the while permanently stay of it was thrush from hiv? Or were my results conclusive?

Any test is conclusive after 3 months, so your problem is not disease, it is fear of disease.
i'm sure you know that many people (like you for instance) who don't have HIV have a stuffed up nose, just from walking past the sinus section of a pharmacy. If you can't move on from irrational HIV fears, consider a talk with your doctor.

Even with a small rash on my chest? And the other few days had sort of a sore or irritated throat but it went away
There is no purpose trying to work up an impossible HIV infection theory based on a rash and a stuffy nose. You have suffered needlessly for years so consider a talk with your doctor and therapy to see if they can help you deal with this phobia.
