Protection

Hello I have two questions.
1) I had a test 4 months after sex and was negative. Does that exculde the hiv2 also?
2) there is someone who calls himself a doctor who says that he has seen people who use protection and still get infected. I HAD PROTECTED SEX last week. I guess this is not safe enough?

Wikipaedia , and a website where a doctor replies to people! And in other places in the internet , they say condoms are not 100% protective and say that some studies show that its just 80%
