Question on needles

One question I have is that in order to get hiv do you need to inject the needle into your veins? or is it just a pinch? I've been reading online and some say it can only be a needle pinch to transmit the virus. Some people in this Site say it has to be injected into your veins in order to transmit it. When getting a tattoo they don't inject a needle into your vein but yet you can still get hIV from it. I just want an answer that's all.. Has nothing to do with my history.

I'm asking this question because it's a serious problem going on in my community. People have been getting poked by needles for no reason. I'm asking this question for peace of mind not only for me but for my community
