Regarding Test Report

I have done HIV screen test- Elisa at central Lab. I would like to know the following details

It was HIV I and II screening test and result is non reactive.and HIV test Value is 0.388

The cut-off value is given as 0.533.

I am not able to understand the cut off value and test value Please explain

I had oral sex with condom 12 weeks before and mutual masturbation before 7 weeks.
Please give your advice
