Scared about Superficial scratch

Hi Doctor, Yesterday I went for FBS blood test , during the blood extraction the technician placed latex tourniquet rubber band to the arm and extracted the blood. After coming home I observed that there was a  superficial scratch/small cut in the place where the rubber was placed. I can see blood vessels . I am very paranoid with scratch, if the technician eventually made that scratch ( as am not from the same country) with hiv virus. He behaved with me very rude while blood extraction. I asked in the afternoon about the scratch with supervisor , they are saying the superficial scratch was due to an allergy.

1) What are chances of transmission of hiv virus with superficial scratch/cut in the lab .
2) After coming home I washed the scratch with soap water ( 15 mins after), is this gives me some hope? if any thing goes wrong.
3) Required to take PEP & Hep B vaccine ( Please respond on this, so that i will take immediate action)
4) Any allergy make superficial scratch or cut in our body?

Please help me

Thanks Sir Teak, Sorry for asking again ..last question please,

So my case was 0% risk & no test is required, if any hiv fluid present in the instrument  and scared to my superficial skin in the laboratory.

HIV is unable to reproduce outside its living host (unlike many bacteria or fungi, which may do so under suitable conditions), except under laboratory conditions; therefore, it does not spread or maintain infectiousness outside its host.

HIV is transmitted by;
Unprotected penetrative anal and/or vaginal sex
Sharing works with other IV drug users
Mother to child

Thanks Sir Diver, So any HIV fluid will transfer from the deep scratch and cut..not require any test right sir ?? Please help me I am paranoid..

HIV inactivates immediately after coming out of its host, therefore transmission takes place only inside the bodies not outside
