Why is this a no risk?

I've been searching all over the web and i just wanted to ask a question that really isn't clear on here:

for example:

you get pricked by a needle (attached to syringe) that moments ago has been used to take blood from an hiv patient:

Why is this a no risk on here and the docs say there is a rik and PEDS should be taken.

I'm not only refering to an hospital accident, what in case of an heroin user or God forbid someone strikes another guy with a syring with blood on/in?

Thanks for the help!

God bless

damn terrible story, i looked it up it goes back to 1990

i just wanted to ask quickly because Teak always said (it seems from what i've read) that you have to be stuck in a vein to have a risk

thx for the info :)

If the heroin user was Hiv+ and it happened instantly and was injected into the victim, then there is a possible risk of transmission. It happened to a prison guard in sydneys long bay jail,He was stuck by a syringe from and Hiv+ prisoner,it made national news.He also contracted Hep C.
