the bottom line here is...you had unprotected sex...you started on PEP...and you must now wait for the 3 month period to test.

Sorry to misunderstood you all. the low risk I mean is that girl tested at 8 weeks then negative. That is my only exposer so The girl who had unprotected with me tested negative at 8 weeks after exposer. So, it is might be logic that is low risk.
So far it 11 weeks negative after exposer. and I am waiting for my 8 weeks result after me PEP.

HIV is not gauged by ODDS or your opinions. It's diagnosed by tests.
The partner was not confirmed HIV infected. The facts indicate the opposite was the case.
He did not qualify for PEP and was fortunate that he didn't suffer a severe adverse reaction for a risk that was no higher than 1:20000.
There is no such thing as a low risk unprotected vaginal sex.
Your risk was actually quite low since it is highly unlikely your partner had HIV. You were much more at risk from dying from an adverse reaction to the PEP than contracting HIV.
Your test result is also a strong indication that you were not infected. Get a final test at three months and expect another negative result.
Your risk was not low, was high. Unprotected sex is high risk.
You need to test three months after the last dose of your PEP. In the meantime, use condoms with your future wife, or tell her the truth and avoid sex until this period is over.
