There is no reason for you to test. Just move on with your life. The rash on your hand is just one of those rashes people commonly get. Check your body carefully, and I am sure you will find a couple of rashes here or there. :)
There is no confusion in the answer that you had no risk from you write of. Testing is unnecessary.

You don't have any medical training, so it is unrealistic for you to fixate on HIV and what you think are HIV symptoms then conclude that you are proving you have HIV.
You cannot get HIV from the situation you described.

Since you can't get HIV there is no purpose over-examining your arm trying to make up an HIV theory.
