No the CDC has nothing to do with it. It is the manufacture of the tests and FDA that gives the approvals. CDC sets their guidelines based on the manufatures testing data and the FDA test approvals.
And I suspect it is your friend that is wrong, anyway, not the GLMC. You should be more careful about where you get your information.
Rapid tests are ELISA tests.
"In general the rapid tests are just as accurate as an ELISA (laboratory-based) test for detection of HIV. They represent relatively new technology which has been adapted to provide accurate results much more quickly than when specimens must be sent to the laboratory without any meaningful loss in test performance. Just as is the case for persons who have positive ELISA tests, if a rapid test is positive, it must be confirmed with another assay to make sure that the test result is not false positive."
