Because people with HIV are discriminated against and for the wrong people to learn of someone's HIV status could lead to social ostricization and isolation. In the us you have an overly puritanical mindset that says all people wh o became infected are somehow moral miscreants. Furthermore, in the 1980's and 1990's there was massive hysteria about the disease, people thought you could catch it from shaking hands or a towel. Anyways that same hysteria exists to a lessor extent, but there is always a need to protect a HIV sufferer's status to prevent further damage being done to that person's family, social status, job ect. It is rare person who will tell everyone about their status for fear of reprecussiions.
