i have little bumps on my skin about 3.5 months after possible exposure to hiv and the little red bumps dont ithch and are on my arms could this be hiv related

as you know, 6 week past exposure test is about 95% conclusive. your 2 month test is pretty good indicator that are not infected.
as I know, your rash does not fit in the ARS symptoms as it is too late for ARS. I think you have nothing to worry.
