viginal fluid and skin rash contact

Hi,
Tested negative at 7 weeks.  Plan re-test at 12 weeks.
1. What chances  of being HIV positive at 12 weeks? What chances I do not have HIV from 7 weeks results?

Had sex 7 weeks ago with HIV positive girl. I am a man. Used condom. Had rashes/skin desease (red, some scratchy)- on the pubic area very close to the base of penis.  Did scratch there some also prior to sex.  During sex even with condom usage, vaginal fluids usually MOIST my skin on the pubic area close to the base of penis.
2. What chances of getting HIV if vaginal fluid touch the skin with rashes/minor deasease/finger nail scratchesfine gazes?
3. What chances of getting HIV should vaginal fluid touch unbroken skin specially the pubic area? or the penis?
4. How to protect the pubic area near the penis base area from vaginal fluids - ?

THanks and hope so. Do not want to bother  - i have read over the web that rashes/grazes on skin could lead to sex if exposed to blood/vignal fluid, etc. There are accounts of few people getting HIV even with condom use. So re-ask other 3 remaining queston above. I am a highly-active heterosexual and want ot be careful and well informed.
