why the window period of time is defferent from place to place in the internet?

if all hiv test in US are more sensitives,and can detect antibodies in the weeks 6-8 max  why the CDC has no changed the window period of time of 6 months?

i am not 100% confortable with a negative result at 14 weeks after the expousure, after watch the video in you tube

a men that is highly likely HIV + open a wound in my head in a fight...what about if the guy was bleeding due to the brawl in the hand and his blood touch my wound that he inflicted on me ( 5 stiches in the hospital) that is almost the same thing that share a needle or not ? (dierct contact with blood)
