worried about brother

My brother was exposed (broken condom while having sex with a female pros... only realized after like 10 mins). 4th Generation Elisa Antigen+Antibody test was negative exactly at 6 weeks mark. But right after 8 weeks and 3 days a very visible rash came out on his upper body and face. Rash was - red, slightly raised, flat, small blisters like raised bumps in the middle, rash was on nose, ears and face, arms and back and front of the trunk. NOT below the waist. The rash was itchy. its been four days and its going down now.
No other symptoms at all. Everything was normal apart from the rash.
My questions are
1) Is it possible to get the ars rash after 8 weeks after exposure?
2) Does this rash sound like the ars rash?
3) can we rely on the Elisa antbody+antgen test at 6 weeks mark??

Tell your BROTHER that 3 months is conclusive.  Symptoms are unreliable and cannot be considered when judging a risk/status.
