Why does my hearing go in and out?

I'm 16 years old and I've had this problem since I was in middle school 8th grade to be exact, now I'm going on Junior year and it is still happening.

The shortest explanation of the feeling I have right now is like cotton being shoved down my ear canal. It also sounds like I have cotton shoved in my ear.

In middle school, it was happening to my right ear and it would only last from 30 minutes to an hour, but now it is worse. it happens to both ears in a pattern like my left ear and then my right ear and it lasts for about two weeks before feeling semi-okay.

My hearing worsens when I bite down on something or I am eating. When I pull my earlobe down, it does improve drastically but when I let go of my earlobe it goes back to being muffled.

I really need help with this issue and I need to know if it is something I need to specifically go to a doctor for.
