Not necessarily. Several things can affect the way the septum moves -- a prior heart attack, an arrhythmia, or prior heart surgery. The abnormal motion doesn't necessarily cause symptoms -- it just depends on the rest of your heart function (ejection fraction, valvular disease, etc).
