The leg due to larger arteries may have a higher pressure. It is important to rule out a blockage to the arteries of the arm if this is of concern.
YOu should have your blood pressure better controlled to reduce the consequences of mitral stenosis and aortic insufficiency.

Artery blockages can be assessed by doppler studies of the flow in the vessel.
MS will not cause this difference in pulse and pressure although AI may be associated with changes in BP in the extremities.
This should be evaluated by your cardiologist.
