Blocked again

My father aged 62 had to have his carotid artery cleaned and possibly a stint insterted (not sure) after the procedure he had a heart attack after the catheterization they found his right side to be 100% blocked. The doctors at the VA (veterans affairs) hospital are refusing to perform a bypass stating that he has already had a bypass i've read elsewhere of people having 2-3 bypasses why are they giving up on him and leaving him for dead. I was under the impression that a doctors job was to provide life saving procedures not just give up and let people die. i'm frustrated to say the least and am at a loss for answers any help would be much appriciated. i hope i actually get some help here not just someone telling me to go to the pay for answers part to get an actually answer.

Without specifics, generally CABG is not performed if there is a risk greater than the possible benefit.  High risk individuals are in part those with an enlarged heart (hypermyopathy) and/or a severly decreased EF (ejection fraction...percent of blood pumped out with each heartbeat) less than 25%.  Age, general health, prior CABG, etc. are also considered risks.  

If there is a totally blocked RCA (right side main artery), there obviously are collateral vessels that have developed that provide a natural bypass.  I have known for 5 years to have a totally blocked left side main artery that has a natural bypass.

There is a limit on how many bypasses that can be done and that is based on the available veins that can be harvested.

Arthroectemy is not a new procedure.  Not all blockages are amenable to stent placement or atherectomy. Factors such as the size and angulation of the blood vessels involved play a critical role in determining the method used.

There are options to actually clean out the artery instead of bypass it.  I'm not sure how new it is but we have it here in Southern California it's called Silverhawx and it scrapes the buildup and carries it out of the artery in itself.
My mother just had her Right side cleared in this way.

sorry to not accurately describe my question what i want to know is if another bypass is possible and what possible reasons they would have for not wanting to do another.  if the bypass is not an option are there others? please help i dont feel like he has much time left and i'd really love to change that.
