Heart Failure at 38

My son in law was diagnosed with heart failure at 38.  His heart is not enlarged and his heart muscle is not thickened.  He does have a low ejection fraction, occasional irregular heart palpitations,  and his heart has a lot of scarring according to his MRI.  Is there a way to get rid of the scarring that is causing the low ejection fraction.  Are there clinical trials for a condition such as the one I have described.
