If your heartrate at rest over 100 for a sustained period of time that is a very good indicator of a cardiovascular disorder and could be due to high blood pressure. The heart will be faster to maintain a cardiac output to meet the system's demand so under normal circumstances rest will reduce demand and consequently reduced heart rate...apparently that is not happening for you.
Also, a cardiovascular disorder can burst some small veins within the brain causing blurred vision and a headache. You should get an emergency checkup to rule out any serious condition that can be effectively treated in a timely manner. About 7 years ago, I went to emergency just based on shortness of breath, fast heart rate (115)...and was shocked to hear I had had a heart attack an enlarged left ventricle and weak contraction that reduced the heart's output.
