Pacemaker setting

I have my 3rd Pacemaker but I am experiencing extreme shortness of breath when I try exertion of any type.  My pacemaker has been reset with a base rate of 80 and up to 120 bpm.  It has been suggested this may not be successful because of complex cardiac diagnosis.  Is this  standard procedure to increase the rate to rectify cardiac insufficiency?

I suspect my Constrictive Pericarditis may be is causing my difficulty.  Any suggestions?
