what are the symptoms?

I think I read your question too fast.  You are talking low blood such as anemia.  The cause of the low blood is the concern.  If blood is being loss somewhere, if there is cancer causing the low blood, or if the bone marrow is not making enough blood.  Low blood can be hereditary.  Iron supplements help.  An iron IV can be done.  Blood can be given. Vitamin B's help.  For my age, which is 44, the hospital told me about 6.  My grandmother, who is 92, the hospital told her that 7.2 was too low and gave her two units of blood.  The difference is I make blood very fast and she has a hard time making blood due to a hereditary factor that she inherited from her father.  The bone marrow does not keep up when blood is loss somewhere.  Her bone marrow can sustain her blood, but not replace what is loss somewhere.  She has a breast cyst that may be causing it (we don't know yet, more testing to be done).

If the blood pressure drops to low, the heart is not pumping out enough blood to support the organs.  When the bottom number is in the 40's or possibly 50's it is too low.  Medication can help.  The symptoms would be cold extremities as blood is not flowing to the extremities hands and feet as it should.  The body protects itself by supplying most of the blood around the heart and to the brain when there is low blood pressure.  If you feel that your blood pressure is too low, talk to your doctor.
