High blood pressure may be an underlying cause for the heart problems.  Globally hypokinetic left ventrical indicates there is heart cell damage that impairs heart contractions resulting in diastolic (pumping phase) dysfunction.  Left ventricle functionality is measured by the percent of blood pumped into circulation with each heartbeat and normal is 55 to 75% ejection fraction (EF).  The medical condition you describe indicates the left ventricle may be enlarged.

Treatment would be to get the high blood pressure under control as that causes the heart to overwork and enlarge.  Often the high blood pressure is due to blocked or partially blocked arteries and that should be treated as well.

I'm not sure the significance of heparin as that is a medication is to prevent blood from clotting...did your father have a heart valve replacement or atrial fibs (very fast fluttering upper heart chamber.  The usual protocol for the heart problem you describe is an ACE inhibitor (dilates vessels) and coreg (beta blocker and ACE inhibitor) and that will help get BP under control.
