The lab is confirming that HCV antibodies have been detected, and that additional testing is recommended. Since the signal to cut-off ratio is quite high, a doctor would most likely forego the RIBA test for antibody confirmation, and order a NAC test which tests directly for the presence of virus at this point. There are three likely candidates for additional testing: bDNA, PCR or TMA serum RNA tests. A positive result in any one of these tests will confirm the presence of active HCV RNA, at which point treatment options should be discussed.
Take care,
