Got my ELISA test report and value is at 16.9, What does this mean ?

I am a healthy adult with no symptoms of any disease. Recently after a blood donation i was tested reactive for HBsAg, this was followed by a ELISA test as recommended. The value shows 16.9
What does this mean and what should be my course of action from here onward. Till date i have no symptoms of Hepatitis B.
