HBV DNA Testing

Can anyone tell me why HBV DNA tests in some labs look at the C gene whilst others may look for the S gene? Is one more accurate than the other at detecting Viral Load for example? If it was not detected looking for the C gene, could it be then found to be present via an S type test?
