Usually minor fluctiuations are not considered significant, only at least 1 log, 10-fold, increase or decrease is considered significant. There are infrequent viral breakthroughs, especially during treatment, that are not always given an explanation in the scientific literature, especially if they are transient.
In your case, we are watching out for precore and basal core promotor mutations of the HBV that do occur in some HBeAg negative patients that lead to the so called HBeAg negative chronic hepatitis which requires treatment.
