While rashes on the palm of the hand are not common, it can be a symptom of hepatitis C as well as many other problems. Lichen Planus, which is listed as a  dermatologic hepatic manifestation of hep C can cause lesions on the palm. So can vasculitis, which often occurs after years of hepatitis C virus.

Is there a reason you are asking this question? Do you have a diagnosis of hep C? If not, it wouldn't be a red flag for me as there are many things that can cause rashes. If it doesn't go away, see a skin doc. Best to you.

Do an image search on Palmar Erythema to see what it looks like. While not a rash, it appears as redness of the palms and is associated with liver disease. It can sometimes take on a blotchy appearance that may be mistaken for a rash.
