We aren't doctors of course, but more information is needed to comment. It sounds like you are not on treatment currently is that correct?
You ANC is low for someone not on treatment, but not too bad for some taking interferon. The ANC at that level puts you at moderate risk for as it goes down, your risk for a bacterial infection will increase.
Do you know your genotype and how long you have had hep c? do you have any other medical issues complicating it?
The biopsy is the best way to access liver damage and most of us have had at least one of them after diagnosis. They use a needle, to get a sample. It it quick and not painful. You will lie on your right side for a few hours to put pressure on the small wound and insure you don't bleed (this rarely occurs) and you will go home. It's not a big deal.
