can stem cells from russia cure hep c?

BobTheCanadian - I am a Ukrainian myself with bunch of relatives back in Russia - noone there talks about stemcells curing HepC. Folks in Russia who can afford SOC - do it, and those who cannot afford - hope to get in line in a government sponsored program for SOC.
There are places you can go there that use you basically as a guinea pig for experiments with stem cells, most of those involve "rejuvination" procedures... Many patients get cancer from that, too.... So, my advice - be gracious you are a Canadian and can afford to treat in your own country with traditional SOC.

About the same probability as dog pee from Korea, cow blood from India, eating snow from Canada and haggis from Scotland. Forgive the tongue in cheek. The way the question was worded hit me funny that stem cells from Russia would have different powers than stem cells from anywhere else.
Seriously though...there is some evidence that it helps to repair the liver though this is still experimental from what I understand. And not only stem cells from Russia. Stem cells created from your own body's skin apparently. I do not profess to understand this very well and perhaps others will jump in.

That doesn't cure the Hep C. You'd need to do both. Same as someone getting a liver transplant doesn't cure the Hep C. That still needs to be handled separately.
If you don't have cirrhosis, you are best to look at treatment for your Hep C rather than looking to experimental treatments for advanced liver disease. Best to avoid getting there if you are not already. And I'm hoping you are not there already.
