Can you get herpes like this?
Situation: I was receiving a massage and the masseuse day on my lower thigh with her underwear on. I could feel some wetness, through her underwear. Is herpes transmittable this way?

No, herpes (or any STD) isn't transmitted through clothing.

Thank you for this. I have a follow up question: I saw that my penis head exhibited some shedding, but there are bumps, red spots or lesions of any sort. Could it be that it’s just dry skin? And if it is, would you happen to know from what?
It's likely dry skin, or perhaps it's a fungal infection. If it lingers more than a couple of days, see your doctor. It's not herpes. Herpes shedding is invisible to the eye.
