Could i have herpes in urethra

ok so lets start....
on Feb. 2, 2013 i had unprotected sex with and girl, it lasted less then a min, anyways by the feb 12 i had pain in my testicles so i went to the doc and diagnosed my with epididymitis, received to shot of rosephen and a week of doxycicline 100mg and the pain went away within a week, by the 27th i did a std test, chalmedia,HSV 1&2 syphillis, gohnarea, hepitietis B C and HIV, all negative besides herpes 1. on april 27 i masturbated with hair conditioner and later that night i had alot of pain in the inside of my penis so i went to hospital and the did test for UTI, Gohn,Chlm and where negative so went home but had pain for a month, 0n 5-30 i went to my health department and explained the issue and told me that they where symptoms of HIV so did test for that and came out negative also i asked her about trich and told me she couldnt test me for but treated me for it, pain went away within days and now a month later i am getting discomfort in my penile(i think in the urethra) no sore or anything that worries me, the pain is in the penile bellow the corona, no pain when i pee and no discharge. please help!!

Grace, i have a question for you. in a igg test for HSV1 my value was 1.29 and the other time i tested it was 1.27(two months apart), the range was <0.90. is that a defined answer? is it a high or low result?

Do you know if I can have herpes only in urethra without having a outbreak outside of penile?
