Cortizone is not gentle. Its a steroid cream, and it can make your obs act like they are, well, on steroids lol.

My genital skin is well tolerated to it.. What the heck do you women have down there that a nice gentle cream like Cortizone is bad? haha
do not use otc cortizone on the genital area. They are not in a concentration that is tolerated on our sensitive genital skin. Also topical steroids are contraindicated for herpes. It can make them worse.
For itching with ob's while you are waiting for them to heal :
-dermoplast spray ( the blue can, not the red can for the genital area ) is helpful. You can buy it otc in most drugstores. It's a topical anesthetic that you can spray on several times a day as needed. There are also many other otc topical anesthetics out there - sprays and creams. Just avoid ones with antibiotics in them and steroids.
- steep a tea bag and when it's cool, use it as a compress. the acid in the tea helps to speed healing as well as provide comfort.
- soak in the tubby with epsom salts or a packet of aveeno bath thrown in.
- I like tea tree oil myself. I buy it at walmart for under $5. Wet a cotton ball, put a few drops of TTO on it and apply it to the lesions. The smell to it is very herbally and it sometimes stings when you first use it.

Is there anything that helps the itching when you do have a breakout?
Take daily suppressive medication to prevent the breakouts.
The itching is only there when I have a break out.
If your itching has been there for years, it is NOT the herpes that is giving this to you!!
