I think I may have herpes

I had a sexual encounter over a couple of week ago. We had protected sex and I did notice some friction down there. Fast work to Sunday I came across some bumps on the neck side of my penis . I payed no mind to it til about Wednesday and the bumps are still there. There's no pain what so ever and the tip of my penis only hurts when I have a certain pair of underwear on. I went to the doctor and he told me that they could/couldn't be herpes but he wanted to have my blood drawn to have a accurate answer. As of right now I have no withdraws and there's no fluid in these small bumps. No burning sensation when I pee and I'm really scared to know if I really do have this disease or not... somebody please help me!!!!!!!!

This does not suggest hsv. Most primary outbreaks happen at the point of infection. You can not get hsv through a condom.

Describe the pumps and exact location. Was this area covered by the condom?

They are on the neck of the penis on the side and yes it was covered by the condom. The bumps are near the head of the penis and is noticeable but no pain when I touch them.

Doesn't sound like herpes.  Your risk was incredibly low. A single protected exposure is almost zero risk. Your bumps do not really match hsv lesions. Almost always the bumps will progress into fluid filled lesions with in a day or so.
Blood work at this time would be useless. It takes more time for your body to produce detectable antibodies. That's what blood tests look for. Not the actual virus. Absolutely do not let your Dr talk you into an igm blood test. Igg only.
The igm is useless and highly unreliable. False positives are very common. Swabbing the bumps and doing a pcr test is a better option as far as testing is concorned.
All in all I do not suspect hsv at all.

I deeply appreciate your response and another thing..... I asked the doctor for cream and he told me I can't get it because he was unsure if it was herpes or not ...
