Need help. Do I have genital herpes ???

In February I went to a massage parlor and had received oral and vaginal intercourse and I had a condom for both. About a week later or more I was extremely nervous and have bad anxiety. I noticed a tiny 3mm lesion on my penis shaft under my foreskin I touched it and did not cause any pain. But I really nervous so when I would urinate it would burn sometimes if I thought about it. Tip of my penis was a little red. I went to 3 urologist and all said it was not herpes. One urologist said looked like a wart and gave me a cream that irrated my skin. So he burnt off the lesion. Took about 8 days to heal completely. tested for everything and have hvs1 which I always knew I had At 38.5 IGG and negative for hvs2. Tested in may.I did not get any symptoms of fever or anything. On may 12 I notice two white heads on tip of penis that were there for a day and half and went away. They did not hurt. Ever since he removed it. I still been really nervous and so sick over this. But I been getting a little rash on penis glans it’s not itchy pink and redness. When I think of penis it becomes sensitive touching and hurts. Please help. Need this to go away so scared. Neosporin can be very irritating to the penis, so that may be causing some of this.
If your doctor says it's not herpes, it's probably not. It doesn't sound like it to me - the spots wouldn't come and go that quickly, and herpes is not a tiny little spot. They are blisters.
You say you've always known you had hsv1 - I assume you've had oral outbreaks. If you had a genital outbreak, it would look similar.

Can herpe only cause a single blister under foreskin and not burst for over 6 weeks ?
Sorry but my semen has changed since all this. What can it be ??

Herpes doesn't change semen, and if it were a herpes blister, it wouldn't last 6 weeks. I'm not sure what's happening, but you should get it checked by your doctor since it's lingering.
