Is this herpes? (Pictures)

I am a 27 years old uncircumcised Single male. Last year in July had sex with a call girl and condom got ruptured. After a month I went for HIV tests which were negative. In september I saw a white spot on my penis glans. I visited a urologist and he said that it was balanitis. He asked me to apply clotrimazole and take fluconazole tableets orally. But it didn;t help and penis glans soon filled with rashed. I visited another doctor who said that it is Erythroplasia of Queyrat. He asked me to stop medication and wash penis twice a day with Betadine 10% sol. I did the same and rashed disappeared. However left side of the penis did not heal completely. It was red and still it is. Doctor told me not to worry and stop using perfumed soaps. I did the same. Everything is fine but that skin is always red. I have no sexual parter but each time after masterbation it becomes more red and sometimes rashes can be seen.

Few months back I noticed a clutter of tiny bumps under the  foreskin. Its not increasing. Pictures are attached. Is this herpes? no itching, no pain, no lesion. No other symptoms of herpes. No fever, no headache, nothing. What could it be? similar bumbs can also be seen on the red area of penis shaft.

One more thing I would like to ask. If I am diagnosed for herpes, can I live normal life? I mean can I marry someone and have sex and children?

these don't sound like herpes symptoms. we don't look at photos here of symptoms.

have you ever had a type specific herpes igg blood test to know your status?

do you use a good sex lube for masturbating?
